Once the new building at Rouse Road and Encanto Drive opens, an 8 p.m. fever will still mean a drive to Murrieta. The City of Menifee's own project description makes that clear.
The three-story structure going up beside the 215 is a Kaiser Permanente medical office building. In the city's May 2025 environmental document, its medical services "would be limited to routine medical appointments and would not include urgent care or emergency services." That one sentence decides the building's hours, how it fits alongside the Kaiser facilities Menifee members already use, and how much it will actually change in daily life once it opens.
The Hours Follow From the Scope
The city ties the hours directly to the absence of urgent and emergency care. The project description says that because the building will handle routine appointments only, "hours of operation would be limited to Monday through Friday 7:00 a.m. to 7:00 p.m. and Saturday 7:00 a.m. to 6:00 p.m." The schedule has no Sunday hours.
Here are those planned hours next to the two existing Kaiser locations that Menifee families already know.
| Location | What Kaiser lists there | Hours |
|---|---|---|
| Menifee Medical Office, Rouse Rd. and Encanto Dr. (planned) | Routine appointments; no urgent care or emergency services | Mon–Fri 7 a.m.–7 p.m., Sat 7 a.m.–6 p.m. |
| Murrieta Medical Offices, 28150 Keller Rd., 1st Floor | Urgent care with walk-ins accepted | 9 a.m.–9 p.m., seven days, including holidays |
| Moreno Valley Medical Center, 27300 Iris Ave. | Hospital with 24-hour emergency services | 24 hours for emergency services |
Kaiser's directory lists the Murrieta urgent care department as open 9 a.m. to 9 p.m. seven days a week, with the same hours on holidays. The Murrieta facility page lists longer building hours: 6:30 a.m. to 9 p.m. on weekdays and 7:30 a.m. to 9 p.m. on weekends. Those are hours for the whole building, not for the urgent care department. The same page also lists pharmacy and laboratory departments in Murrieta.
So the new building takes over one specific kind of trip. A scheduled checkup or a weekday visit with a family doctor could happen off Rouse Road instead of on Keller Road. A Sunday-afternoon sprain or an evening fever still goes where it goes today.
What Will Be Inside
Two local reports list the departments, and their lists overlap without matching.
Menifee 24/7 reported on March 17, 2026, that grading had started. It described the project as non-emergency services including primary care, behavioral health, laboratory, pharmacy, a welcome center and a clinic. Three months later, the Press-Enterprise wrote that the building "will have pediatrics, family practice and a pharmacy." The paper attributed that to a Facebook post by Councilmember Bob Karwin.
Pharmacy appears on both lists. If it opens as described, refills could become a stop on Rouse Road instead of a drive south. Pediatrics and family practice fit the routine-appointment scope the city approved. Behavioral health and a lab appear only in the March report, so it's best not to count on either until Kaiser publishes a department list for the building.
The site plan gives a sense of the visit itself. The city's document describes 262 surface parking spaces, including seven accessible spaces, and a loop driveway south of the building for accessible drop-off and pick-up. It also calls for 13 EV charging spaces, room for up to 55 more in the future, and a photovoltaic canopy over about 100 spaces. Driveways will open onto both Encanto Drive and Rouse Road. The building sits on the northeast corner of the intersection, as Menifee 24/7 reported, and the parcel is 4.44 acres, according to the state CEQA filing.
Two Opening Dates, Six Months Apart
The building's scope is settled, but its opening date is not.
Kaiser's own 2026 plan-year broker training guide lists "Menifee Medical Office (Q4 2026)" in a section titled "Scheduled to open 2026." By that schedule, the doors would open sometime between now and New Year's.
The Press-Enterprise's June 30 report gave a later date:
"The facility is expected to open in May 2027."
The construction history helps explain the gap. The city's May 2025 environmental report expected work to begin in fall 2025 and finish within 24 months. Grading actually started around March 2026, and Menifee 24/7 put construction at nine to 12 months from that point. Nine months from March lands at the very end of 2026. Twelve months lands in early spring 2027. Construction is also not the same as opening: a finished building still has to be staffed and stocked before the first appointment. A May 2027 opening fits that timeline more easily than a holiday-season one.
The Press-Enterprise photographed the building under construction on June 29, 2026. That was the most recent dated report on the building itself as of this writing. Neither date should go on the family calendar yet.
The Part You Will Notice First Is on Encanto Road
The building may still be months from opening, but the work around it is already affecting traffic. The city's October 16, 2026 street project update lists underground and street improvements on Encanto Road between Rouse Road and McLaughlin Road, tied to the Kaiser Permanente development. It warns of traffic changes and delays through December 2026.
This is connected to the medical office without being part of it. The 2025 project document says Kaiser Foundation Health Plan offered the city a dedication for future improvements along Encanto Drive, and that no roadway improvements on Encanto would be built as part of the medical office project itself. The current lane work is the off-site piece that follows the building, so it can run on its own schedule.
It is also one of several projects the city has listed across Menifee for the rest of the year.
- Encanto Road, Rouse to McLaughlin: underground and street improvements tied to the Kaiser development, with delays through December 2026.
- Valley Boulevard, Goetz to Thorton: work tied to the Richmond American development, also through December.
- Domenigoni Road and Laguna Vista Drive to Lindenberger Road: SCE underground night work through December.
- Craig Avenue and Evans Road: a new traffic signal under construction, expected to finish by the end of December.
- Menifee Road and Diamond Road: a signal approved September 16 for $498,590.10. Valley News reported construction finishing in November and operation in December, subject to weather or unforeseen delays.
For anyone whose route runs from Rouse Road to McLaughlin, the Kaiser project's biggest effect between now and the end of the year will be the cones on Encanto, not the appointments inside.
Where the Next Update Could Come From
The building has no Kaiser facility page yet, so the next useful news will probably come from the city. The State of the City address is on Thursday, November 5, 2026, at 4 p.m. at Fairfield Inn and Suites, 30140 Town Center Drive. Mayor Ricky Estrada is scheduled to speak, followed by a Chamber VIP reception at 5 p.m. Major projects with firm dates usually come up at that kind of event. The city's street and construction updates will show when the Encanto work wraps up.
Until Kaiser publishes hours and departments for the Menifee building, its directory lists walk-in urgent care at 28150 Keller Road in Murrieta and 24-hour emergency services at 27300 Iris Avenue in Moreno Valley. Those addresses go on the refrigerator for now. The Rouse Road address can join them once Kaiser posts a department list for it.
